Medallion taxis should get exclusive rights to the "Exclusionary Zone" for all business APP, Radio and Street Hail. And be part of all other zones however called. the medallion paid for it.

The Green taxis should get rights to street hails in the other zones along with App and Radio

The black cars should be capped and be able to do what is really Pre-arranged by app or radio

The livery drivers can take radio or app calls out of the Exclusionary Zone.

All segments should be capped.

What's so hard to understand?

What's so hard to understand?

Did you notice that the Congestion Pricing shill on Taxi Dave a couple of weeks ago (the show w/ Gridlock Sam) couldn't even come up with the TAX REVENUE Uber is supposedly contributing? He said the 'data set' was missing.

That should be at the top of the list of bs talking points to justify TNC's flooding NYC with 100,000+ cars, but they apparently don't even have those numbers.

IMO, that points to some very bad behind the scenes activity that's still propping this up. Your list is pure common sense, which would have been enacted yesterday if this were actually about responsible governance.
