I just got off the phone with my council member they are talking about the bill with Diaz, THIS BILL IS HEADING TO FRONT AND CENTER WE NEED TO BE AS ACTIVE AS WE CAN BE NOW!!!

You can bother them in person.  Taxi Workers Alliance will be there, on Broadway outside the Council, everyday from 10am to 6pm until the City Council acts.  Come for an hour whenever you can.  The council members walk past all day long.  You can encourage them and the Speaker to do the right thing.

Ruben Diaz Sr., the chair of the newly-formed City Council Committee on For-Hire Vehicles, is reportedly waiting on the green light from City Council Speaker Corey Johnson to vote on a package of bills that would bring tighter regulation to the app-based companies. That legislation would create restrictions on the companies' bases, a prohibition on drivers working for more than one app-based service, and a $2,000 yearly license fee for all app-based vehicles. (Johnson did not immediately respond to an inquiry from Gothamist).

Uber is making calls to some of its customers in New York City, offering to connect them to local council members to express their opposition to the proposed legislation that would cap the number of ride-hailing drivers in the city, BuzzFeed first reported. TLC Commissioner Meera Joshi said the city could examine policies to mandate a maximum amount of time that app-based vehicles may spend empty between rides. Such downtime increases congestion and contributes to low driver pay, she said.

From Ulrich: In the past 2 days alone I have received more than 100 emails and phones calls to my district office against the @NYCCouncil proposed cap on ride sharing services. I support the 250,000 New Yorkers who rely on @Uber @lyft @ridewithvia etc. to get around town.

Dear Councilman Eric Ulrich,  there are provisions in this bill to address issues that concern you , neighborhood transportation shortages. These issues will definitely be addressed if one occurs with provisions to ensure adequate app based service. There’s no need to flood areas of the city with cars when it does more harm than good.  Congestion causes huge loses in travel delays and cost of services.

 "The commission may vary the vehicle utilization standards established, and the number of licenses issued, pursuant to subdivision b of this section, by geographic area of the city",

Do you think Eric Ulrich is related to Karl Ulrich? Karl Ulrich is an early investor in Jump which was acquired by Uber in April 2018.

“I tell my students that a lot of startup success is staying alive long enough for something good to happen, and that’s what happened in this space,” says Karl Ulrich, the vice dean of entrepreneurship and innovation at the the Wharton School of the University of Pennsylvania and an early investor in Jump.

Those years of work and product design produced a nice-looking electric pedal-assist bike, sure. But it also endowed Jump with another asset that should be useful to Uber—good relationships with city officials. Rzepecki is a city planner by training, and Jump has had success running bike-share systems in cities all over the globe.

“You can’t just spend money and get that,” says Ulrich. “It’s something that takes a long time to build and is critical for success.” Uber learned that the hard way. Other mobility companies like Bird and LimeBike continue with the “launch first, ask for forgiveness later” model, putting their bicycles, e-bikes, and e-scooters on the streets without explicit permission from city officials. Maybe the Jump acquisition is a sign that Uber wants to do things differently.

Councilmember Margaret Chin, who is co-sponsoring the bills that would freeze new app-hail licenses and increase driver wages, said she believes the measures would address congestion issues in Manhattan.

Councilmember Carlina Rivera, who co-sponsors four of the bills, said she supports congestion pricing, but that a temporary cap on for-hire vehicles is necessary to determine a more permanent solution to address Manhattan’s congestion.

A spokesman for Councilwoman Karen Koslowitz (D-Forest Hills) said she is a co-sponsor of the cap bill. A spokesman for Councilman Paul Vallone (D-Bayside) said he is still examining the bills and seeing input from both sides.
