Cuomo promised $8 billion for its 2015–2019 capital plan but required the MTA to spend its own money first. He endorsed a comprehensive congestion-pricing plan that could have generated more than $1 billion annually for the transit system, but he didn't use his political magic and settled for about a third of that from a surcharge on ride-hailing services.

The Cuomo re-election campaign is all about—and seemingly only about—defending the state from Trump. His critics say there is no third-term agenda. DeRosa lists a continuation of what is underway as the priority. "He will do a lot more on infrastructure, there will be a heavy emphasis on the MTA and getting congestion pricing passed, and he wants to tackle ethics once and for all, end the LLC loophole and tackle voting reform," she said, referring to arcane rules that limit voter turnout.
