A NO COST OPTION TO SAVE THE NYC TAXI MEDALLION INDUSTRY
1.Make clear that yellow is a valuable NYC franchise, should be differentiated from the other sectors and be protected for the benefit of NYC taxpayers.
2.Recognize the environmental damage, already delineated in the 2019 joint DOT/TLC Report, caused by additional fhv’s.
3.Advocate to remove past & future congestion fees imposed on yellow. There already exists a provision in the state law to exempt yellow from new congestion fees. Unlike the other sectors, yellow, as a public service, already paid for the privilege of using NYC streets.
4.Allow use of bus lanes exclusively by yellow.
5.Universal app for taxis.
6.Advocate on behalf of yellow for airport access. Eliminate the illegal hack lines at airports that allow app cars to pick up the next on demand passenger. This is not prearrangement.
7.Greater vehicle choice for yellow.
8.Pricing flexibility for yellow.
9.Apps should not be allowed to charge less than a comparable yellow trip.*

10.Reinstate retirement rules for black cars.
11.Enforce the cooperator/franchisee rule that states that the owner of a black car must be a cooperator or franchisee. The apps are neither.
12.Connectivity for fhv’s. At present, TLC only knows what they are told, and even admit on their website that trip information may not be accurate.
13.Impose the same inspection regime on fhv’s as yellow.
14.Cease allowing fhv’s to put their licenses on the shelf. When they become inactive, rescind the license.
None of this works without mayoral and council support. Not to mention Albany and Washington DC.
