Dear Commissioner,
A response to your message on New York City taxi accessibility regulations. Harsh regulations that are for yellow needs to be applied to High Volume Service equally. Regulations unequally applied will have a devastating effect, and not directly attributed to the regulation but because the regulation isn't being applied equally to direct competitors. As you say in your message ,   FHv's  have about 8000 wavs but they also number over 100000 vehicles . Thats about 8 percent. Taxis are now required to be 100 percent wav until they reach the 50/50 percent mark.
Uber wavs take longer than uberx to pick up a wheelchair users, look on their app and you can see that pickup times are longer for wav vehicles.  Yellows are at a severe disadvantage with such a difficult requirement snd more so  if it doesn't apply equally to all , the requirement becomes impossible not because of the requirement itself but because it not being applied equally
