Is Uber bullshiting for strategic purpose?

It was March when Uber along with Curb and Arro announced contracts to enable the Uber App for NYC Taxis. It was supposed to start no later than the Summer months. Well, so far as we can find out none of this has yet to start.
I asked someone, who's name I won't mention for now, if he knew why this was not happening. This person I can say is on the inside of things and if anyone knew it would be him. I told him that it appeared to me that this whole thing was bullshit and it may never happen. His honest reply was that he was thinking the same.

But don't get me wrong, I don't really think Uber should be part of our industry at all. But, if this was going to happen anyway, I would be very curious to see how this worked out.

Uber Curb Arro CMT medallion fleets drivers
TLC has ultimate say and fearing no cabs to waive at, possible needing a Cellphone to get one at higher price

TLC knows medallion industry is a mess with half the cabs in storage ,

no way out and their stuck licking their wounds
