According to Empower's website, they have 1,000 drivers in Wash DC, where our current TLC Commissioner, David Do, hails from.  Why hasn't TLC gotten a cease & desist court order to stop Empower, since they so clearly are in violation of TLC rules in addition to operating without insurance.
